The Road Transport (Safety and Traffic Management) Regulation 2000 was replaced by the Road Transport (Safety and Traffic Management) Regulation 2017, SL2017-45, with effect as of 21/12/17 with some aspects taking effect on 30/4/18.
The Australian Road Rules are no longer written directly into law in the ACT, a new regulatory act, the Road Transport (Road Rules) Regulation 2017, SL2017-43, was introduced as a complete set of road rules based on the existing ACT ARR as well as implementing the Australian Road Rules amendment packages 10 and 11.
The approvals in place under the old Act, helmets & child safety equipt, were taken to be approvals under the new Act, this ensured the ACT helmet standard exclusions for accessories etc were maintained.
The Road Transport (Road Rules) Regulation 2017, SL2017-43, was amended in July 2019 by SL2019-14 and the Australian Road Rules amendment package 12 was implemented to take effect as of 1/7/19,
The ACT helmet standard exclusions for accessories etc were maintained by adding clauses to Road Rule 270.
The writing of motorcycle helmet standards directly into the Act means there is no longer a need to gazette a Disallowable Instrument as was necessary in the past.
There have been 7 revisions to the Road Rules Regulation 2017 Act since it was introduced.
