Provided for regulations for the supply of goods and prohibition of sale of non compliant goods. There does not appear to be any reference to Commonwealth Product Safety Notices so they wouuld have been duplicated in Qld Gazettes.
More research is needed to find the Gazetted Helmet Regulations for 1978 to 1988.

Queensland implements the Commonwealth Product Safety Standards via the Fair Trading Act and Fair Trading Regulations.
Within the regulations there is provision for recognition of the Commonwealth Consumer Product Safety Standards. These are recognised in Part 3 Safety Standards and published in Schedule 4.
The relevant sections of the regulations are below
14 Particular Commonwealth consumer product safety standards are safety standards
(1) For the Act, section 83,9 a TPASS mentioned in schedule 4,10 as in force on the day the notice mentioned in
schedule 4 that declared the TPASS was published or, if a particular amendment is mentioned, with that
amendment, is a safety standard for the goods to which the TPASS applies.
(2) For subsection (1), in the TPASS--
(a) a reference to an Australian Standard as published on a particular day or with a particular amendment is taken to be a reference to the Australian Standard as in force on that day or with that amendment; and
(b) another reference to a particular Australian Standard is taken to be a reference to the Australian Standard as in force on the day the TPASS was published.
“TPASS” means a consumer product safety standard made under the Trade Practices Act 1974 (Cwlth).
